Normative and environmental contestation: the European Parliament and Brazil under Jair Bolsonaro (2019-2022)

This chapter analyses the parliamentary diplomacy of the European Parliament (EP) in the context of its relations with Brazil during the far-right populist government of Jair Bolsonaro (2019-2022), with a focus on the Parliament's position regarding violations and threats to the environmental standards and preservation of the Amazon identified in this country during the period studied. Through the case study of Brazil under Bolsonaro administration, the chapter reflects on the capacity and instruments used by the EP to act as a moral forum, promoting its principles and values at the international level. Firstly, the research will seek to identify the different actors and parliamentary channels relevant to relations between the EP and Brazil, especially the European political groups, the presidency of the EP, the environment and international trade committees, the parliamentary delegations for relations with Mercosur and Brazil, and the Euro-Latin American Assembly (Eurolat). Secondly, it will observe the instruments used by MEPs to influence political and environmental developments in Brazil, with special emphasis on parliamentary resolutions, collective and individual political statements by parliamentarians, reports from thematic commissions, as well as interparliamentary declarations, discussing its ability to influence the positions of the other European institutions (Commission and Council) and the Brazilian government itself, towards the country's respect for environmental rights and the principles of sustainable development. In addition to specialized literature on parliamentary diplomacy, international action of the EP and interregional relations between Europe and Latin America, the research will make use of official parliamentary documentation found in the databases of the European Parliament and the National Congress from Brazil.
